Course Outcomes
On completion of this skill set, participants will be able to:
- Apply lawful, justified, and proportionate use of force
- Assess threats and manage dynamic security incidents
- Use batons and handcuffs safely, effectively, and in accordance with industry standards
- Apply de-escalation and communication strategies to reduce risk
- Conduct post-incident reporting and adhere to WHS and legal obligations
This training ensures officers are operationally competent, confident, and compliant with regulatory requirements.
Entry Requirements
Participants must:
- Hold a current Queensland Security Licence (Unarmed or Crowd Controller) or equivalent
- Provide valid photo identification
- Have basic English language proficiency to complete training and assessment
This course is for licensed officers only and does not grant a security licence on its own.
Units of Competency
This skill set includes the following nationally recognised units:
- CPPSEC3110 – Control persons using batons
- CPPSEC3111 – Restrain persons using handcuffs
These units meet the industry standard for security officers authorised to carry and use defensive equipment.

Participants may continue their professional development into:
- CPP31318 – Certificate III in Security Operations
- CPP31418 – Certificate III in Close Protection Operations

Licensing Requirements
Completion of this skill set does not itself license a participant to carry batons or handcuffs.
However, these units satisfy the training requirement for security employers and licensing authorities that authorise the use of defensive equipment.
Participants must still hold a valid Queensland Security Licence with the appropriate functions to use this equipment legally.
Certification
Upon successful completion, participants will receive a Certificate for the units:
- CPPSEC3110 – Control persons using batons
- CPPSEC3111 – Restrain persons using handcuffs
These competencies meet industry and regulatory requirements for licensed security officers carrying batons and handcuffs for operational duties.
